Commentary
A weakness of the paper is that it is essentially aggregating different very complex topics together which makes the paper not well organized. Additionally, the choice of words is in some cases overly complex. In my opinion, it's a paper that is difficult to read if critical data studies is not part of the reader's intellectual background. I believe that for a subject like shifting Western Centric AI ethics to AI ethics that include narratives of the Global South, a subject that specifically the needs attention of the academics with westernized ethics visions, this creates an extra high threshold for it to be implemented in our education and academic world.

The main objective of this paper is to underscore the need for a different approach based on the raciality of computing while incorporating political economy of technoscience analysis when looking at the governance of artifcial intelligence (AI) in Africa, and more broadly the Global South.
Raciality of computing and political economy of technoscience analysis are terms that can be hard to grasp if this your first encounter with the subject of Technology, Coloniality and the Global South.
The subject is very thought-provoking considering that the subject of coloniality and inclusivity of the Global South is not very present in current day technological developments of the socia-technical society, which are mainly centered in the Western countries. The idea that ???

The paper proceeds as follows: first, I provide synthesis on the relation between race, coloniality, and computing and show the different approaches in this area as the decolonizing discourse has become more salient within the AI ethics and AI4D literature. My goal with this synthesis is to show that while the discourse on race and AI has become increasingly predominant in the field, it is important for racial analysis to be geopolitically situated to capture the specificities the margins demand of such examination. Additionally, I provide synthesis on the political economy of technoscience focusing on innovation practices as they relate to AI. I attempt to situate my discussion of both topics within the literature of AI4D. I then discuss the development of AI in Africa in the context of the AMMI program to highlight the different ideas and visions of what it means to do AI and innovation from Africa.
